Whoa is definitely the right spelling. I can't see a real distinction between them according to any criteria (pronounciation, usage, other versions of English, etc). Therefore they are the SAME word used by the SAME group of people, except some of those people suck at spelling. Yes, people will understand what you mean if you write woah, but that doesn't mean that it's a legitimate spelling. In most actual novels, the word is spelled whoa. Some words do have multiple spellings (OK and okay) that are used with the pretty much the same frequency. No one uses woah in writing. You want a democratic judgment, try reading through all the books EVER and counting the woah's vs. whoa's. I bet you will LOSE.

books are the last place i would look at for a democratic judgment, they go through multiple layers of reading and choosing and proofreading and editting and what have you. if there was a way to search worldwide AIM logs, that would be neat. but i just searched the net instead (google), and got:

woah 188,000
whoa 680,000

so 'woah' is about 28% of common usage (as opposed to the apparently 40% of my readership). i think that's respectable
